1.3 Permits, Inspections, and Approvals (Chapter 1)

Access for service: Appliances must be accessible for inspection, service, repair, and replacement without removing permanent construction. This means a working space of at least 30 inches in front of the appliance, and 30 inches of clearance on the side where access is needed (if the appliance has serviceable parts on that side).
Protection from damage: Equipment installed in locations subject to physical damage (e.g., garages, workshops) must be protected. For example, a furnace in a garage must be elevated at least 18 inches above the floor to avoid ignition of flammable vapors, unless it is listed for low clearance.
Weather protection: Outdoor equipment must be listed for outdoor use and installed to prevent water intrusion. Indoor equipment must not be installed in areas where it could be exposed to corrosive fumes or excessive moisture.

1.4.2 Clearances to Combustibles

Clearance is the distance between a heat-producing appliance or its vent and a combustible material. The IMC references the manufacturer's installation instructions as the primary source for required clearances. If instructions are not available, the inspector must use the default clearances specified in the code (typically 1 inch for single-wall connectors, 6 inches for double-wall, etc.).

Critical inspection point: The inspector must verify that the installed clearance matches the listing and labeling of the appliance. A common violation is reducing clearance with non-listed materials (e.g., plywood or sheet metal) without an approved heat shield.

1.4.3 Appliance Installation and Support

Appliances must be installed on a level, firm base that can support the weight. For floor-mounted appliances, this means a non-combustible surface if required by the listing. For wall-hung or ceiling-suspended units, the supports must be designed for the load and secured to structural members.

1.4.4 Condensate Disposal

Condensate from cooling coils or condensing appliances must be collected and disposed of in an approved manner. The code requires:

A condensate drain line that slopes downward to a point of disposal (floor drain, sump, or approved exterior location).
A trap on the condensate line to prevent air leakage.
A secondary drain or overflow switch for units where a blocked primary drain could cause water damage.

Inspection tip: Verify that the condensate line is not connected to a vent stack or a sanitary sewer without an approved air gap or trap. Also check that the drain line is insulated if it passes through unconditioned space to prevent sweating.


1.5 Ventilation and Combustion Air (Chapter 7)

While Chapter 7 covers ventilation, the M1 inspector must understand the interaction between ventilation and combustion air for fuel-burning appliances.

1.5.1 Required Ventilation

Residential spaces must have a minimum amount of ventilation, either natural (openable windows) or mechanical (exhaust fans). The IMC requires:

Bathrooms: Exhaust fans vented to the outside, with a minimum capacity of 50 cubic feet per minute (cfm) for intermittent operation or 20 cfm for continuous operation.

Fuel-burning appliances (gas furnaces, water heaters) require a specific volume of air for combustion. The IMC provides two methods:

Standard method: One square inch of free area for every 1,000 Btu/h of total input for appliances in a confined space, with openings to the outside or to adjacent spaces.
Known air infiltration method: A calculation based on the building's air leakage rate, which is rarely used in residential inspections.

Inspection point: Check that combustion air openings are not blocked by insulation, debris, or interior finishes. Also verify that the openings are sized correctly based on the total Btu/h of all fuel-burning appliances in the space.


1.6 Duct Systems (Chapter 6)

Ducts must be installed to deliver air efficiently and safely. Key general regulations include:

Materials: Ducts must be constructed of approved materials (galvanized steel, aluminum, or listed flexible ducts). Duct board must be listed and labeled.
Support: Ducts must be supported at intervals not exceeding 10 feet for horizontal runs and 6 feet for vertical runs, unless the manufacturer specifies otherwise.
Sealing: All joints and seams must be sealed with approved tape or mastic to prevent air leakage. This is a common inspection finding, especially at the plenum connection.
Return air: Return air must not be taken from a bathroom, kitchen, or garage. This prevents the circulation of odors, moisture, and contaminants.

Blocked combustion air: Cite Section 701 and note the specific opening that is obstructed.
Improper condensate disposal: Cite Section 307 and describe the correct termination point.

Missing access panel: Cite Section 306 and state that the appliance is not accessible for service.

Always write the correction notice in plain language, but include the code section number so the contractor can look it up.
