The code is prescriptive in nature, meaning it provides specific requirements for materials and methods, but it also allows for alternative designs when approved by the building official.
Key Scope Points:
The IRC applies to new construction, additions, alterations, repairs, and changes of occupancy.

Limitations of Authority:
The building official cannot waive code requirements.
The official cannot approve plans that violate the code, even if the owner or contractor insists.
The official is not liable for damages resulting from the failure to inspect or from the approval of defective work, except in cases of willful misconduct or gross negligence.
Right of Entry: The official has the legal right to enter any structure or premises at reasonable hours to perform inspections. If entry is refused, the official may obtain a warrant.
1.3 Permits: When Required and When Exempt
A permit is the legal document that authorizes work to proceed. It is the inspector's primary tool for tracking construction.
When a Permit is Required:
New construction (dwellings, townhouses).
Additions (any increase in floor area).
Alterations or repairs that affect structural elements, egress, or life safety.

Inspection Protocol:
The inspector must identify the specific code section that is violated.
The inspector must provide a written correction notice.
The permit holder must correct the violation and request a re-inspection.
A fee may be charged for re-inspections when the work is not ready or when violations are found.
Approval: If the work complies, the official issues a Certificate of Occupancy (for new buildings) or a Certificate of Completion (for alterations). The building cannot be occupied until this certificate is issued.
1.5 Definitions and Terminology

Story: The portion of a building included between the upper surface of a floor and the upper surface of the floor or roof next above.
Townhouse: A single-family dwelling unit constructed in a group of three or more attached units, with each unit extending from the foundation to the roof, with open space on at least two sides.

1.7 Practical Inspection Points: On-Site Application

At the Permit Stage:
Verify the permit is posted on the job site (required by most jurisdictions).
Confirm the address on the permit matches the physical location.
Check that the approved plans are on site and match the permit.
At the Footing Inspection:
Confirm the footing is placed on undisturbed soil or engineered fill.
Measure the footing width and depth against the approved plans.
Verify the footing is level and free of debris before concrete is poured.
At the Framing Inspection:
Check that the lumber grade marks are visible (stamps).

1.8 Existing Structures and Maintenance
