1.1 Scope and Definitions

The NEC addresses "Equipment & Lamps" primarily in Article 410, which covers luminaires, lampholders, and lamps. This article applies to all installations of electric lighting equipment, from the point of connection to the branch circuit to the lamp itself.

Key definitions you must know:

Luminaire: A complete lighting unit consisting of a lamp or lamps, together with the parts designed to distribute the light, to position and protect the lamps, and to connect the lamps to the power supply. (This is the modern term for what was historically called a "fixture.")
Lampholder: A device that holds a lamp in place and provides electrical connections to it. Common examples include the screw-shell (Edison base) socket and the pin-type socket for fluorescent lamps.
Recessed Luminaire: A luminaire that is mounted in a recess (e.g., inside a ceiling or wall) so that the bottom edge of the luminaire is flush with the surrounding surface.
Track Lighting: A lighting system where luminaires are mounted on a continuous track that contains the electrical conductors.

1.2 General Installation Requirements

1.2.1 Live Parts and Protection

All live parts of luminaires and lampholders must be enclosed or guarded to prevent accidental contact. This is a fundamental safety requirement. The inspector must verify that:

Exposed terminals, connections, and conductors are not accessible to unauthorized persons.
The construction of the luminaire provides adequate protection against accidental contact with live parts.

1.2.2 Polarization and Identification

Luminaires must be wired so that the screw shell of lampholders is connected to the grounded conductor (the neutral). This is a critical safety measure. The inspector should verify that the identified (white or gray) conductor is connected to the screw shell, not the hot conductor. This ensures that the outer shell of a lamp socket is at ground potential when a lamp is removed.

1.2.3 Connection of Electric-Discharge and LED Lamps

For fluorescent, high-intensity discharge (HID), and LED luminaires, the connection to the branch circuit must be made with a recognized means, such as a plug cap, a cord connector, or a hard-wired connection within a junction box. The wiring must comply with the manufacturer's instructions and the requirements for the specific type of lamp.


1.3 Wiring Methods and Connections

1.3.1 Branch Circuit Wiring

Luminaires must be connected to branch circuits using wiring methods that are permitted for the specific location. In residential occupancies, this typically means:

Nonmetallic-sheathed cable (NM cable, Type Romex) for concealed or exposed work in dry locations.
Metal-clad cable (MC cable) or conduit where required for physical protection.

The inspector must ensure that the wiring method is properly secured and supported, and that the connections are made within an approved junction box or the luminaire's own wiring compartment.

1.3.2 Equipment Grounding Conductor

All luminaires must be connected to an equipment grounding conductor. This is a non-negotiable requirement. The grounding path must be continuous and capable of safely carrying fault current. For luminaires with a metal frame, the frame must be grounded. For luminaires with a nonmetallic frame, the grounding conductor must still be present to ground the metal parts of the lampholders and any exposed metal components.

Inspection Point: Verify that the bare copper or green insulated grounding conductor is properly connected to the green grounding screw on the luminaire's mounting strap or to the grounding pigtail in the junction box. A common violation is the "grounding through the mounting screw" method, which is only permitted if the mounting screw is listed for grounding purposes and the metal box is grounded.

1.3.3 Wiring in the Luminaire

Conductors within a luminaire must be of a type and size that are suitable for the current and temperature they will carry. The NEC requires that the insulation of conductors inside a luminaire be rated for the maximum operating temperature of the luminaire. For recessed luminaires, this is particularly critical, as the ambient temperature can be high.


1.4 Supports and Mounting

1.4.1 General Support Requirements

Luminaires must be securely supported. The support must be independent of the branch circuit wiring. The NEC requires that a luminaire weighing more than 6 lb (2.7 kg) be supported independently of the outlet box, unless the outlet box is listed for the weight. For luminaires weighing more than 50 lb (23 kg), they must be supported independently of the outlet box, typically by a structural member of the building.

Inspection Point: Check the weight rating on the outlet box. Standard ceiling boxes are often rated for 50 lb. If the luminaire is heavier, the inspector must see a separate support (e.g., a hanger bar, a threaded rod, or a wooden brace) that is attached to the building structure.

1.4.2 Mounting on Outlet Boxes

Luminaires must be mounted to outlet boxes that are securely fastened to the building structure. The luminaire must cover the opening in the outlet box. If the luminaire is smaller than the box, a plaster ring or a cover plate must be used to close the gap.

1.4.3 Support for Recessed Luminaires

Recessed luminaires must be supported by the building structure or by a framing member that is secured to the structure. The luminaire must not be supported by the ceiling finish material (e.g., drywall) alone. The inspector should verify that the mounting clips or hanger bars are attached to joists or other structural members.


1.5 Clearances and Location

1.5.1 Clearance from Combustible Material

Luminaires must be installed so that they do not create a fire hazard. This is a critical inspection point. The NEC requires:

Recessed luminaires: Must have the required clearance from combustible materials (insulation, wood, etc.) as marked on the luminaire. The marking will indicate the minimum clearance, often "Type IC" (Insulation Contact) or "Type Non-IC." Type IC luminaires can be in contact with insulation; Non-IC luminaires must have a minimum clearance (typically 3 in. or 75 mm) from insulation and combustible materials.
Surface-mounted luminaires: Must have adequate clearance from combustible materials, unless the luminaire is listed for direct contact.

1.5.2 Clearance in Clothes Closzes

This is a classic exam topic. Luminaires in clothes closets must be installed with specific clearances from the storage space. The storage space is defined by a vertical plane and a horizontal plane. The NEC defines the storage space as the area bounded by the walls and the closet door, and a horizontal line 6 ft (1.8 m) above the floor.

Surface-mounted incandescent or LED luminaires: Must be at least 12 in. (300 mm) from the storage space.
Recessed incandescent or LED luminaires: Must be at least 6 in. (150 mm) from the storage space.
Surface-mounted fluorescent luminaires: Must be at least 6 in. (150 mm) from the storage space.
Recessed fluorescent luminaires: Can be installed in the wall or ceiling of the closet, but must be at least 6 in. (150 mm) from the storage space.

Inspection Point: The inspector must measure the distance from the luminaire to the closest edge of the storage space. This is a common source of violations, especially with surface-mounted fixtures that are installed too close to shelves.

1.5.3 Luminaires in Bathrooms and Damp Locations

Luminaires installed in bathrooms must be suitable for damp locations. Luminaires that are within a certain distance of a shower or bathtub must be listed for wet locations. The NEC requires that luminaires in the immediate vicinity of a shower or tub be rated for wet locations. The exact distance is typically defined by the manufacturer's instructions and the listing, but the inspector should verify that the luminaire is marked "Suitable for Wet Locations" if it is within the zone of direct spray.


1.6 Recessed Luminaires

1.6.1 Temperature and Insulation

Recessed luminaires are a major source of heat-related violations. The inspector must verify:

The luminaire is listed for the type of installation (IC or Non-IC).
If Non-IC, there is no insulation within the required clearance zone.
The thermal protection (thermal cutoff) is present and functional. All recessed luminaires must have thermal protection that disconnects the power if the luminaire overheats.

1.6.2 Wiring Clearance

The wiring to a recessed luminaire must be routed so that it does not come into contact with the hot surfaces of the luminaire. The conductors must be rated for the temperature they will encounter. The NEC requires that the branch circuit conductors have insulation rated at least 90°C (194°F) for connection to recessed luminaires.


1.7 Track Lighting

Track lighting is covered under Article 410 as well. Key requirements include:

The track must be securely mounted and supported.
The track must be connected to the branch circuit with a dedicated connector.
The track must be grounded.
Luminaires (track heads) must be listed for use with the track.
The track cannot be installed in damp or wet locations unless it is listed for that purpose.
The track cannot be installed within the storage space of a clothes closet.

Inspection Point: Verify that the track is not overloaded. The total load on the track must not exceed the rating of the track, and the branch circuit must be sized accordingly.


1.8 Lampholders and Lamps

1.8.1 Lampholder Types

Lampholders must be of a type that is compatible with the lamp. The NEC requires that lampholders be installed so that the lamp is not subjected to physical damage. The inspector should verify that lampholders in damp or wet locations are listed for those locations.

1.8.2 Screw-Shell Lampholders

For screw-shell lampholders, the grounded conductor must be connected to the screw shell. This is a mandatory requirement. The inspector can verify this by checking the wiring at the luminaire.

1.8.3 Lamp Wattage

Luminaires must be marked with the maximum lamp wattage. The inspector must verify that the installed lamp does not exceed this rating. Installing a higher-wattage lamp is a common and dangerous violation, as it can cause overheating and fire.


1.9 Special Provisions for Specific Locations

1.9.1 Luminaires in Wet or Damp Locations

Luminaires installed in wet or damp locations must be listed for that purpose. A "wet location" luminaire is required where it is subject to direct spray or immersion. A "damp location" luminaire is required where it is subject to moisture but not direct spray (e.g., a covered porch).

1.9.2 Luminaires in Insulated Ceilings

When a recessed luminaire is installed in an insulated ceiling, the inspector must verify that the luminaire is Type IC, or that the insulation is kept at the required clearance distance. The use of a Non-IC luminaire in contact with insulation is a major fire hazard.

1.11 Practical Inspection Points

As a Residential Electrical Inspector, you are the last line of defense. Here is a checklist of what you must verify on site:
