1.1 The Foundation: Occupancy Classification (IBC Chapter 3)
Before a building inspector reviews any plan or performs a field inspection, the occupancy classification must be established. This single decision drives every other requirement—from allowable height and area to fire protection and egress width.
The IBC groups occupancies into ten main categories. For the B2 exam, you must know the definitions and common examples for each.
A (Assembly): Occupied for gathering (e.g., theaters, restaurants, churches). Subgroups A-1 through A-5 based on capacity, fixed seating, and whether food/drink is served.
B (Business): Office, professional, or service transactions (e.g., banks, law offices, outpatient clinics).
E (Educational): Schools through 12th grade, with a capacity of 50+ occupants.
F (Factory/Industrial): Fabrication or assembly of products. F-1 (moderate hazard) and F-2 (low hazard).
H (High Hazard): Materials with explosive or hazardous properties. Subgroups H-1 through H-5 (H-5 is a semiconductor fabrication facility).
I (Institutional): Occupants with physical limitations or under restraint. I-1 (assisted living), I-2 (hospitals/nursing homes), I-3 (prisons), I-4 (day care).
M (Mercantile): Display and sale of merchandise (e.g., retail stores, markets).
R (Residential): R-1 (hotels/transient), R-2 (apartments/dormitories), R-3 (one- and two-family, townhouses), R-4 (residential care/assisted living, small).
S (Storage): S-1 (moderate hazard storage), S-2 (low hazard storage, e.g., parking garages).
U (Utility/Miscellaneous): Accessory structures (e.g., barns, sheds, fences over 6 ft).
Inspection Point: On site, confirm the actual use matches the permit. A common violation is a "B" occupancy operating as a small "A" (e.g., a real estate office holding weekly public auctions) without the required egress width or fire sprinklers.
1.2 Special Detailed Occupancy Requirements (IBC Chapter 4)
Chapter 4 provides additional, use-specific requirements that modify the general rules of Chapter 3. You are not expected to memorize every detail, but you must know where to look.
Key areas for the B2 exam:
Atriums (Section 402): Require a smoke control system if connecting more than two stories. The inspector verifies that the glass wall separation and automatic sprinklers are installed per the approved plans.
Covered Mall Buildings (Section 402): The mall itself is treated as a corridor; anchor stores have separate egress.
Underground Buildings (Section 405): Require smoke removal and standby power.
Motor Vehicle-Related Occupancies (Section 406): Includes parking garages (S-2) and repair garages (S-1). Ventilation and fire separation from other occupancies are critical.
Live/Work Units (Section 419): A dwelling unit with a work area (e.g., an artist's studio). The work area must be ≤ 50% of the unit floor area.
Inspection Point: For an atrium, verify that the rated glass wall has the required fire-protection rating (usually 1 hour) and that the automatic closing devices are operational.
1.3 General Building Heights and Areas (IBC Chapter 5)
This is the core of building planning. The inspector must verify that the building as constructed does not exceed the allowable height and area for its occupancy and construction type.
1.3.1 Construction Types (IBC Chapter 6)
The IBC defines five construction types (I, II, III, IV, V), with subtypes (A and B). Type I is the most fire-resistive (protected structural steel, concrete), and Type V is the least (wood frame). The construction type is determined by the fire-resistance rating of the structural elements (columns, beams, floors, walls).
1.3.2 Allowable Height and Area (IBC Table 503)
Table 503 is the single most important table in Chapter 5. It provides:
Allowable height in feet (measured from grade plane to the average height of the highest roof surface).
Allowable number of stories above grade plane.
Allowable floor area per story (in square feet) for the first story.
How to read Table 503:
45.Find the occupancy (e.g., B).
46.Find the construction type (e.g., II-A).
47.Read across for height (ft), stories, and area (sq ft).
Example: A Business (B) occupancy in Type II-A construction: Allowable height = 65 ft, Stories = 5, Area = 37,500 sq ft per story.
1.3.3 Modifications to Table 503
Frontage Increase (Section 506): If the building has more than 25% of its perimeter on a public way or open space ≥ 20 ft wide, the allowable area can be increased. The formula is: I_f = (F/P - 0.25) × W × 100 (where F = frontage length, P = building perimeter, W = width of open space).
Sprinkler Increase (Section 504/506): If an automatic sprinkler system is installed, the allowable height increases by 20 ft and the number of stories by one. The allowable area is tripled for multi-story buildings and quadrupled for single-story buildings (with some exceptions for H and I-2 occupancies).
Inspection Point: Measure the actual frontage distance. A common field failure is a new fence or dumpster placed within the required 20 ft open space, which reduces the frontage increase and makes the building non-compliant.
1.3.4 Mixed Occupancies (Section 508)
Buildings often contain multiple occupancies. The IBC allows two approaches:
55.Accessory Occupancies (508.2): A small portion (≤ 10% of the floor area) of a building can be a different occupancy (e.g., a small coffee shop in an office building) without changing the main classification.
56.Separated Occupancies (508.4): Occupancies are separated by fire-resistance-rated walls/floors. Each portion must comply with its own height/area limits.
57.Non-Separated (508.3): No fire separation required, but the entire building must comply with the most restrictive requirements of all occupancies present.
Inspection Point: Verify that the fire-resistance rating of the separation wall (e.g., 2-hour) matches the approved plans. Check for unsealed penetrations (pipes, ducts) that compromise the rating.
1.4 Means of Egress (IBC Chapter 10)
This is the most frequently tested area for the B2 exam. The inspector's primary life-safety duty is to ensure a continuous and protected path of travel from any point in the building to the public way.
1.4.1 The Three Parts of Egress
63.Exit Access: The path from any point in the building to the exit door.
64.Exit: The protected path (e.g., enclosed stairwell, exterior door) from the exit access to the exit discharge.
65.Exit Discharge: The path from the exit to the public way (e.g., outside sidewalk).
1.4.2 Occupant Load (IBC Table 1004.5)
The occupant load determines egress width and number of exits. It is calculated by dividing the floor area (sq ft) by the occupant load factor from Table 1004.5.
Common factors:
Assembly (fixed seats): 1 per seat
Assembly (standing): 5 sq ft/person
Business: 100 sq ft/person
Educational: 20 sq ft/person
Mercantile (street floor): 30 sq ft/person
Residential (hotel): 200 sq ft/person
Storage: 300 sq ft/person
Example: A 2,000 sq ft office (B) → 2,000 / 100 = 20 occupants.
1.4.3 Number of Exits (Section 1006)
Occupant load ≤ 500: Minimum 2 exits.
Occupant load 501–1,000: Minimum 3 exits.
Occupant load > 1,000: Minimum 4 exits.
Exception: A single exit is allowed for very small occupant loads (e.g., B occupancy ≤ 49 occupants, on the first story).
1.4.4 Egress Width (Section 1005)
Stairways: Minimum width = 44 inches (for occupant loads ≥ 50).
Corridors: Minimum width = 36 inches (for occupant loads < 50) or 44 inches (for ≥ 50).
Doorways: Minimum clear width = 32 inches.
Width calculation: Total required width (in inches) = (Occupant load × 0.3) for stairs, or (Occupant load × 0.2) for doors/ramps. This is per unit of egress width.
1.4.5 Travel Distance (Section 1017)
The maximum distance from any point in the building to the nearest exit:
B occupancy, sprinklered: 300 ft
B occupancy, unsprinklered: 200 ft
M occupancy, sprinklered: 250 ft
Inspection Point: Use a measuring wheel on site to verify travel distance. A common failure is a partition or storage rack placed after final inspection that increases the actual travel path beyond the allowable limit.
1.4.6 Corridor Ratings (Table 1020.1)
Corridors serving an occupant load ≥ 30 must have a fire-resistance rating:
B, F, M, S occupancies: 0-hour (no rating) if sprinklered, 1-hour if not.
I-2, I-3: 2-hour minimum.
1.4.7 Exit Signs and Lighting (Sections 1013, 1008)
Exit signs required where the exit path is not obvious.
Emergency lighting required in all egress paths, with a minimum illumination of 1 foot-candle at the floor level.
1.5 Fire Resistance and Protection (IBC Chapters 6 & 7)
While Chapter 5 sets the size limits, Chapters 6 and 7 set the protection requirements.
Fire-Resistance Ratings (Chapter 7): Defines how to test and rate assemblies (walls, floors, columns). The inspector verifies the label on gypsum board, the thickness of spray-applied fireproofing on steel, and the installation of firestop materials at penetrations.
Fire Barriers (Table 707.3.10): Walls separating different occupancies or shaft enclosures. Ratings range from 1 to 3 hours.
Fire Partitions (Section 708): Walls separating dwelling units or corridors (1-hour typical).
Fire Doors (Section 716): Must have the appropriate fire-protection rating (e.g., 20-minute, 45-minute, 90-minute) and must be self-closing or automatic-closing.
Inspection Point: Check the door label on the edge of the door leaf. A 90-minute fire door must have a label stating "Fire Door" with the rating. Also, verify that the door has a positive latching mechanism (the latch bolt engages the strike plate).

1.7 Practical Inspection Checklist (Field Application)
When you arrive on site, use this mental checklist for building planning:
115.Occupancy Match: Does the actual use match the permit and the occupancy classification on the plans?
116.Height Verification: Measure from grade plane to the highest point of the roof. Does it exceed Table 503 limits (including the sprinkler increase)?
117.Area Verification: Calculate the actual floor area per story. Does it exceed the allowable area (with frontage and sprinkler increases)?
118.Separation Walls: If mixed occupancies, is the fire-resistance-rated separation wall present, continuous, and free of unsealed penetrations?
119.Egress Path: Walk the entire exit access path. Is it clear of storage, debris, or locked doors?
120.Door Swing: Do egress doors swing in the direction of travel (required for occupant loads ≥ 50)?
121.Exit Signs: Are they illuminated and visible? Are they on emergency power?
122.Corridor Width: Measure the clear width. Is it reduced by wall-mounted objects (e.g., hand sanitizer dispensers) projecting into the path?
123.Travel Distance: Walk the longest possible path from the most remote corner to the exit. Use a measuring wheel.
124.Fire Doors: Check the label, the latch, and the self-closing device. Do not accept a door held open with a wooden wedge.
1.8 Common Exam Traps & Misconceptions
"Occupancy" vs. "Use Group": These terms are interchangeable in the IBC. Do not confuse with "Construction Type."
Height is in feet AND stories: A building can be within the height limit (e.g., 65 ft) but exceed the story limit (e.g., 6 stories). Both must be satisfied.
Frontage increase is a percentage, not a fixed number: The formula uses the width of the open space, capped at 30 ft (or 60 ft if sprinklered).
Table 503 is for the FIRST story only: Upper stories may have reduced allowable area (typically 50% of the first-story area for multi-story buildings, unless sprinklered).
Occupant load is not the actual number of people: It is a calculated number based on the floor area and the factor. The actual occupancy may be lower, but the egress must be designed for the calculated load.
