1.1 Scope and Intent

1.2 Key Definitions for Inspection

Inspection Point: When you arrive on site, confirm that the installed system matches the approved plans. A common violation is the use of nonpotable water piping for a potable water application, or vice versa. Check the pipe markings to ensure they are appropriate for the intended use.

1.3 Permits and Inspections (Chapter 1)

The administrative section of the code is your authority and your guide. This section is not about plumbing engineering; it is about legal process.

Permit Required: A permit is required for the installation, alteration, or repair of a plumbing system. The code official cannot issue a permit until the plans and specifications are reviewed and found to be in compliance.
Exemptions: Minor repairs, such as replacing a faucet washer or clearing a stoppage, do not require a permit. However, any work that involves the replacement of piping or a fixture does require a permit.
Inspection Authority: The code official has the right to enter any premises at a reasonable time to perform inspections. You must identify yourself and state the purpose of your visit.
Inspection Sequence: The code requires specific inspections at different stages of construction. The most common for residential work are:
30.Rough-in Inspection: This is performed after the piping is installed but before it is concealed by walls, floors, or ceilings. You must check the slope of drainage pipes, the proper installation of vents, the location of cleanouts, and the support of all piping.
31.Final Inspection: This is performed after the building is complete and all fixtures are installed and connected. You will verify that fixtures are properly sealed, that there are no leaks, and that the system functions correctly.
Approval: After a successful inspection, you must provide written approval to the permit holder. If the work is not compliant, you must provide a written notice of violation, listing the specific code sections that have been violated.

Inspection Point: Always check the permit card on site. Verify that the work being performed is within the scope of the issued permit. If you see unpermitted work, you have the authority to issue a stop-work order.

1.4 General Requirements for Fixtures (Chapter 4)

This section dictates the minimum standards for the installation of plumbing fixtures. These are the physical items you will be checking on a daily basis.

Quality of Fixtures: All fixtures must be of an approved type, smooth, durable, and free from defects. They must be able to withstand normal use and cleaning.
Access for Cleaning: Every fixture must be installed so that it is accessible for cleaning and maintenance. This means there must be adequate clearance around and in front of the fixture.
Water Supply and Drainage Connection: Each fixture must be individually connected to the water supply and drainage system. You cannot have a fixture that drains into a floor drain or is simply "hung" over a receptor.
Water Closets (Toilets):
Clearance: A water closet must have a clear space of at least 21 inches (533 mm) in front of it. The distance from the centerline of the toilet to any sidewall or obstruction must be at least 15 inches (381 mm).
Seat: The seat must be of a smooth, non-absorbent material.
Flushability: The fixture must be designed to flush effectively with the required amount of water.
Bathtubs and Showers:
Enclosures: Shower compartments must have a minimum interior area of 900 square inches (0.58 m²) and be capable of enclosing a 30-inch (762 mm) diameter circle. The minimum required height of the shower head is 72 inches (1829 mm) above the drain.
Waterproofing: The walls and floor of the shower must be waterproof and constructed of approved materials.
Sinks and Lavatories: These must be installed with a smooth, impervious surface. They must be securely fastened to the wall or countertop.

Inspection Point: Use a tape measure to verify the 15-inch (381 mm) clearance from the centerline of a toilet to a nearby vanity or wall. This is a frequent point of failure in new construction. Also, check that the shower pan is properly installed and that the waterproofing membrane extends up the wall the required height (typically 6 inches above the finished threshold).

1.5 Public and Employee Facilities (Chapter 4)

While this section is more relevant for commercial inspectors, a residential inspector must understand the requirements for facilities that serve the public or employees. This is often applicable to a home-based business or a large residential building with a management office.

Required Number of Fixtures: The code provides tables that specify the minimum number of water closets, lavatories, and other fixtures based on the occupant load of the building. For example, a business occupancy requires one water closet and one lavatory for every 25 employees.
Separate Facilities: Where the occupant load exceeds a certain number (typically 30 for a business), separate facilities must be provided for each sex.
Accessibility: All public and employee facilities must be accessible to persons with disabilities. This includes requirements for grab bars, clear floor space, and the height of fixtures. This is a critical coordination point with the accessibility provisions of the building code.

Inspection Point: For a residential building with a common area, such as a laundry room or a leasing office, verify that the required number of fixtures is provided and that at least one facility is accessible.

1.6 Materials, Joints, and Connections (Chapter 7)

This chapter is the "meat" of the plumbing code for the inspector. It specifies the approved materials for piping and the methods for joining them. The key principle is that all materials must be approved for their specific use and must be joined with compatible methods.

Approved Materials: The code lists specific materials for different applications. For example:
DWV (Drain, Waste, and Vent) Piping: PVC (Polyvinyl Chloride), ABS (Acrylonitrile Butadiene Styrene), Cast Iron, and Copper are common approved materials.
Potable Water Piping: Copper, CPVC (Chlorinated Polyvinyl Chloride), PEX (Cross-linked Polyethylene), and galvanized steel are common.
Identification: All pipe and fittings must be marked with the manufacturer's name, the material designation, and the applicable standard (e.g., ASTM D 1785 for PVC). This marking is your primary tool for verifying compliance.
Joint Types: The code specifies how each material can be joined.
Solvent Cement: Used for PVC and ABS. The surfaces must be clean and primed (for PVC) before applying the cement.
Soldered/Brazed: Used for copper. The joint must be properly cleaned and fluxed.
Threaded: Used for galvanized steel and some brass.
Push-Fit: Approved for use on copper and CPVC in accessible locations.
Prohibited Joints: Certain joints are prohibited. For example, you cannot use a "drainage fitting" (like a sanitary tee) in a vent system where a "vent fitting" (like a combo tee) is required. You also cannot use a fitting that creates an obstruction to flow.

Inspection Point: During a rough-in inspection, check the markings on the pipe. A common violation is using a "DWV" grade PVC for a pressure application, or using a "pressure" fitting in a drainage system where a "drainage" fitting is required. Also, verify that all solvent cement joints are clean and that the primer was used (it leaves a purple or clear stain).

1.7 Traps and Cleanouts (Chapter 10)

This chapter is essential for protecting the health of the occupants. The primary purpose of a trap is to prevent sewer gas from entering the building.

Trap Requirements: Every fixture that is connected to the drainage system must have a trap. The trap must be:
Self-cleaning: Designed to clear itself of solids.
Water Seal: Must maintain a water seal of not less than 2 inches (51 mm) and not more than 4 inches (102 mm).
Accessible: Must be located so that it can be accessed for cleaning. A trap cannot be concealed within a wall or floor.
Prohibited Traps: "S" traps are prohibited because they are prone to siphonage. A "P" trap is the standard, as it has a vent connection on the outlet side.
Cleanouts: Cleanouts are required to provide access for cleaning the drainage system.
Location: A cleanout is required at the base of every vertical stack, at the upper end of every horizontal run, and at every change of direction greater than 45 degrees.
Size: The cleanout must be the same size as the pipe it serves, up to a maximum of 4 inches (102 mm).
Access: Cleanouts must be accessible. They cannot be permanently concealed.

Inspection Point: Look for the "S" trap under a kitchen sink. This is a classic violation. Also, check that the cleanout at the base of the main stack is not buried behind drywall. It must be accessible via a removable access panel.

1.9 Practical Inspection Points: A Field Checklist

When you are on the job site, your inspection should be systematic. Here is a checklist based on the "General Regulations" chapter:
