1.2 Fire-Resistant Construction (R302)
This section addresses the separation between dwelling units and from other structures. While the B1 exam focuses on the inspector's role, you must know the minimum fire-resistance ratings.
Exterior Walls (R302.1): Walls separating dwelling units from each other or from attached garages must have a fire-resistance rating of at least 1 hour. This is typically achieved with 5/8-inch Type X gypsum board on the garage side.
Garage Separation (R302.6): The wall between the garage and the dwelling interior must be separated. No opening (doors, ducts, etc.) is permitted in this wall except for a solid wood door (1-3/8 inches thick) or a 20-minute fire-rated door. The door must be self-closing and self-latching.
Duct Penetrations: Ducts passing through the garage wall must be constructed of steel and have no openings into the garage.
Inspection Point: On site, verify the garage wall is covered with Type X gypsum and that the door to the house is not a hollow-core interior door. Check for any HVAC registers in the garage wall.
1.3 Smoke Alarms (R314)
Smoke alarms are a primary life-safety feature. The code requires them in specific locations, and they must be interconnected.
Required Locations (R314.3):
In each sleeping room.
Outside each separate sleeping area (e.g., in the hallway).
On every level of the dwelling, including basements and habitable attics.
Interconnection: All smoke alarms must be interconnected so that when one sounds, they all sound. This can be hardwired or wireless (radio frequency) per manufacturer's instructions.
Power Source (R314.4): Smoke alarms must receive their primary power from the building wiring (hardwired) and have a battery backup. The only exception is for existing dwellings where battery-operated alarms are permitted during alterations.
Age and Replacement: Alarms must be replaced when they are 10 years old from the date of manufacture, per the manufacturer's label.
Inspection Point: Verify that the hallway alarm is within 15 feet of the sleeping room doors. Check for a red blinking LED (power indicator) and ensure the alarm is not installed within 3 feet of a bathroom door or HVAC supply register (to avoid nuisance alarms).
1.4 Carbon Monoxide Alarms (R315)
Carbon monoxide (CO) alarms are required when the dwelling has a fuel-burning appliance, a fireplace, or an attached garage.
Location (R315.2): CO alarms must be installed in the immediate vicinity of the sleeping areas (typically in the hallway outside the bedrooms). They are not required in every bedroom, unlike smoke alarms.
Power Source: Similar to smoke alarms, they must be hardwired with battery backup, unless the dwelling is existing.
Combination Units: Combination smoke/CO alarms are permitted, but they must be listed for both functions.
Inspection Point: Confirm the CO alarm is not located in the garage or directly above a fuel-burning appliance. It should be mounted at a height that is accessible for testing, typically 5 feet above the floor.
1.5 Means of Egress (R311)
This is the most heavily tested area for public safety. The means of egress includes the exit door, egress windows, and the path of travel (hallways and stairs).
1.5.1 Exterior Exit Door (R311.2)
At least one exterior door must be provided for egress. It must be side-hinged and open outward or inward, but it must not require a key, tool, or special knowledge to open from the inside.
The door must be at least 32 inches wide (clear opening) and 78 inches high.
The clear opening is measured from the face of the door to the stop, not the door slab width. A 36-inch door slab typically provides a 34-inch clear opening.
1.5.2 Egress Windows (R310)
Egress windows are required in every sleeping room and in basements with habitable space. They serve as an emergency escape and rescue opening.
Minimum Dimensions (R310.1):
Clear opening width: 20 inches minimum.
Clear opening height: 24 inches minimum.
Net clear opening area: 5.7 square feet (5.0 square feet for grade-floor openings).
Sill Height (R310.1.3): The finished sill height must not be more than 44 inches above the finished floor. This is measured to the top of the sill plate.
Window Wells (R310.2): If the window is below grade, a window well is required. The well must allow the window to fully open. The area of the well must be at least 9 square feet with a minimum dimension of 36 inches in width and length. If the well depth exceeds 44 inches, a permanently affixed ladder or steps are required.
Inspection Point: Use a tape measure to verify the net clear opening. Remember that window screens, grilles, and security bars must be releasable from the inside without a tool or special knowledge.
1.6 Stairways (R311.7)
Stairways are a common source of inspection failures. The code provides specific dimensions for risers, treads, and landings.
Riser Height (R311.7.5.1): Maximum riser height is 7-3/4 inches. The riser height is measured vertically from the top of one tread to the top of the next.
Tread Depth (R311.7.5.2): Minimum tread depth is 10 inches, measured horizontally from the leading edge (nosing) to the leading edge of the next tread.
Variation: The greatest riser height and the smallest riser height in any flight of stairs must not vary by more than 3/8 inch. The same applies to tread depth.
Landings (R311.7.6): A landing is required at the top and bottom of every stairway. The landing must be at least as wide as the stairway and a minimum of 36 inches in length (measured in the direction of travel).
Headroom (R311.7.2): Minimum headroom is 6 feet 8 inches, measured vertically from the leading edge of the tread to the ceiling above.
1.6.1 Stairway Width
The minimum clear width of a stairway is 36 inches above the handrail and 31-1/2 inches between the handrail and the other side.
Inspection Point: Carry a 4-foot level and a tape measure. Check for "stair creep" — where the first riser is taller than the rest due to floor thickness. This is a common defect.
1.7 Handrails and Guards (R311.7.8 and R312)
1.7.1 Handrails
Required: Handrails are required on at least one side of a stairway with four or more risers.
Height (R311.7.8.2): The handrail height must be between 34 inches and 38 inches, measured vertically from the nosing of the treads.
Grip Size (R311.7.8.3): The handrail must have a circular cross-section with an outside diameter of at least 1-1/4 inches and not more than 2 inches. Non-circular shapes are permitted if they provide an equivalent gripping surface.
Clearance: A minimum of 1-1/2 inches of clearance must be maintained between the handrail and the wall.
1.7.2 Guards
Where Required (R312.1): Guards are required wherever the drop is more than 30 inches (e.g., balconies, decks, landings, and stairways).
Height (R312.1.2): Guards must be at least 36 inches high, measured vertically from the walking surface to the top of the guard.
Openings (R312.1.3): The spacing between balusters or other infill must not allow a 4-inch sphere to pass through. For triangular openings formed by the tread, riser, and guard, a 6-inch sphere is used.
Structural Load: Guards must resist a concentrated load of 200 pounds applied at any point.
Inspection Point: Use a 4-inch sphere (or a standard 4-inch PVC pipe cap) to test baluster spacing. For stair guards, remember the triangular opening rule — a 6-inch sphere is allowed because the geometry is different.
1.8 Fire Sprinkler Systems (P2904)
While not mandatory in all jurisdictions, the IRC includes a prescriptive path for residential fire sprinklers. If installed, they must comply with Section P2904 (not NFPA 13D, unless referenced by the local amendment).
Scope: This section applies to one- and two-family dwellings. It allows the use of PEX and CPVC piping.
Coverage: Sprinklers are required in all habitable spaces, including closets and bathrooms, but not in attics, crawlspaces, or garages (unless the garage is a habitable space).
Water Supply: The system must be connected to a reliable water supply, either municipal or a well with a pressure tank. The flow and pressure must meet the hydraulic calculations in the manufacturer's data.
Inspection Point: During rough-in, verify that sprinkler heads are not painted or covered. Check that the inspector's test connection (if provided) is accessible.
1.9 Emergency Escape and Rescue Openings in Basements
Basements with sleeping rooms have the same egress window requirements as above-grade sleeping rooms. However, the window well requirements are stricter.
Well Depth: If the window well depth is greater than 44 inches, a permanently affixed ladder or steps are required. The ladder must have a width of at least 12 inches, a maximum rung spacing of 16 inches, and must extend from the floor to the top of the well.
Inspection Point: Verify that the window well drain is connected to a sump pump or daylight. A window well that fills with water is a safety hazard.

Exam Strategy: When you see a question about "minimum width of an egress window," immediately flip to R310.1. Do not rely on memory. The open-book format rewards speed and accuracy in locating sections. Use the index at the back of the IRC for terms like "egress" or "guard."
1.11 Practical Inspection Checklist for Public Safety
95.At the front door: Verify the egress door is side-hinged, has a clear opening of at least 32 inches, and has no deadbolt requiring a key from the inside.
96.In the hallway: Locate the smoke alarm. Confirm it is hardwired, has a battery backup, and is interconnected. Check the CO alarm if a fuel source exists.

1.12 Common Pitfalls and Code Clarifications
"5.7 square feet" vs. "5.0 square feet": The 5.0 square feet allowance applies only when the window is at or below grade (grade-floor opening). For all other sleeping rooms, use 5.7 square feet.
Window screens: A window with a fixed screen that cannot be removed from the inside does not meet the egress requirement. Screens must be releasable or hinged.
Stairway nose radius: The radius of the nosing must not exceed 9/16 inch. This is a common detail missed by builders.
Guards on stairs: The guard height on stairs is measured vertically from the nosing of the treads, not from the floor of the landing. The height must be 34 to 38 inches (same as handrail) when the drop exceeds 30 inches.
1.13 Summary

1.1 The Means of Egress: Definition and Components
The IRC defines a means of egress as a continuous and unobstructed path from any occupied portion of a dwelling to a public way (street, alley, or similar). For a residential inspector, this path has four distinct parts:
123.Exit access – the path within the dwelling that leads to an exit (e.g., a hallway or a room door).
124.Exit – the door leading directly outside (or to a yard/ court that leads to a public way).
125.Exit discharge – the portion between the exit door and the public way (e.g., a porch, steps, or a walkway).
126.Public way – a street, alley, or similar parcel of land open to the outside and accessible to the public.
Key inspection point: The entire path must be free of obstructions. A locked interior door, a storage cabinet blocking a hallway, or a rug that creates a trip hazard at the exit door are all violations, even if the door itself is compliant.
1.2 Exit Doors (Section R311.3)
Every dwelling unit must have at least one exit door that meets the following:
Size: Minimum clear opening of 32 inches (813 mm) in width and 78 inches (1981 mm) in height. The clear opening is measured from the face of the door (when open 90 degrees) to the stop on the strike side.
Operation: Must be side-hinged or sliding. The door must be operable from the inside without a key, special knowledge, or effort. A deadbolt with a thumb-turn on the inside is acceptable; a key-only lock is not.
Location: The required exit door must not open directly into a stairway that descends more than one step (see landing requirements below). It must open to the outside or to a vestibule that leads directly outside.
Landing: Each required exit door must have a landing or floor on each side. The landing’s width must be at least as wide as the door, and its length (measured in the direction of travel) must be at least 36 inches (914 mm). If the door swings outward, the landing must extend at least the swing of the door (typically 36 inches minimum).
Practical inspection point: Use a tape measure to verify the 32-inch clear width. Remember that the doorstop reduces the opening; measure from the door face to the stop, not between the jambs.
1.3 Corridors and Hallways (Section R311.6)
Interior corridors (hallways) serving as exit access must be:
Width: At least 36 inches (914 mm) clear. This is measured between the walls, but you must subtract any permanent obstructions such as a wall-mounted cabinet or a protruding fireplace chase.
Height: At least 78 inches (1981 mm) clear. This applies to the entire path, including under a stairway if the corridor passes beneath it.
Note: The IRC does not require a minimum length for a corridor; a hallway of any length must meet these dimensions. Also, a corridor is not required to have a fire-resistance rating in a one- or two-family dwelling (unlike commercial buildings).
1.4 Egress Windows and Emergency Escape Openings (Section R310.1)
Every sleeping room and every basement with a habitable space must have at least one operable emergency escape and rescue opening. This is often called an egress window.
Minimum requirements:
Clear opening area: At least 5.7 square feet (0.53 m²) for grade-floor openings. For basement openings, the minimum is 5.0 square feet (0.46 m²) if the sill height is less than 44 inches above the floor.
Clear opening dimensions: The opening must be at least 24 inches (610 mm) in height and 20 inches (508 mm) in width. These are the minimum dimensions for any portion of the opening; you cannot combine a tall narrow slit with a short wide slit to meet the area.
Sill height: The bottom of the clear opening must be no more than 44 inches (1118 mm) above the finished floor. This is measured to the top of the sill (the lowest edge of the openable portion).
Operation: The window must be operable from the inside without the use of tools or special knowledge. Security bars or grilles must be releasable from the inside without a key or tool.
Basement special rule: If the basement has a sleeping room, the egress window must be located in that sleeping room. If the basement is finished but has no sleeping room, the egress window can be located anywhere in the basement, but it must be accessible (e.g., not blocked by a furnace or water heater).
Window wells (for below-grade windows): If the window is below grade, a window well is required. The well must allow the window to fully open. Minimum well area is 9 square feet (0.84 m²), with a minimum width and length of 36 inches (914 mm). If the well depth exceeds 44 inches, a permanently affixed ladder or steps are required.
Practical inspection point: Carry a small tape measure and a 24-inch by 20-inch template (or a folding ruler) to quickly check the clear opening. Remember that a double-hung window’s clear opening is only the portion that actually slides open, not the full sash size.
1.5 Stairways (Section R311.7)
Stairways are the most common source of egress violations. The IRC provides prescriptive dimensions that must be verified on site.
Geometry (R311.7.2):
Riser height: Maximum 7.75 inches (196 mm). Measured vertically from the top of one tread to the top of the next tread.
Tread depth: Minimum 10 inches (254 mm). Measured horizontally from the leading edge (nosing) of one tread to the leading edge of the next. For winders, the depth is measured at the walk line (12 inches from the narrow side).
Variation: The greatest riser height and the smallest riser height in any flight of stairs cannot differ by more than 3/8 inch (9.5 mm). The same tolerance applies to tread depths. This is a common field failure.
Width and headroom (R311.7.1, R311.7.3):
Width: Minimum clear width of 36 inches (914 mm) above the handrail and below the minimum headroom height.
Headroom: Minimum 80 inches (2032 mm) measured vertically from the leading edge of the tread (or the nosing) to the ceiling or any obstruction above.
Landings (R311.7.5):
A landing is required at the top and bottom of every stairway.
The landing’s width must be at least the width of the stairway, and its length must be at least 36 inches (914 mm) measured in the direction of travel.
A door at the top of a stairway must not swing over the top step unless the landing is at least 36 inches deep.
Handrails (R311.7.8):
Required on at least one side of a stairway with four or more risers.
Height: Between 34 and 38 inches (864–965 mm) measured vertically from the leading edge of the tread (nosing) to the top of the handrail.
The handrail must be continuous from the top riser to the bottom riser, with a return to the wall or floor at the ends (or a smooth, rounded end).
Grip size: The cross-section must be between 1.25 and 2 inches (31.8–50.8 mm) in the gripping area, or provide an equivalent graspable shape.
Guards (R311.7.9):
Required on open sides of stairways where the drop exceeds 30 inches (762 mm).
Height: Minimum 34 inches (864 mm) measured vertically from the leading edge of the tread.
Openings in the guard (balusters) must not allow passage of a 4-inch (102 mm) sphere.
Practical inspection point: Always check the 3/8-inch variation rule. Use a digital level or a straightedge to measure risers at multiple points. A staircase that “looks fine” often fails on this tolerance.
1.6 Smoke Alarms (Section R314)
Smoke alarms are the primary life-safety device in a residence. The IRC requirements are prescriptive and location-specific.
Required locations (R314.3):
In each sleeping room.
Outside each separate sleeping area (e.g., in the hallway serving the bedrooms), within 21 feet (6401 mm) of the door to any sleeping room.
On every level of the dwelling, including basements and habitable attics. (A smoke alarm in a basement is required even if the basement is unfinished.)
Power source (R314.4):
Smoke alarms must be powered by the dwelling’s electrical service (hardwired) and have a battery backup.
Exception: Existing dwellings undergoing alterations may be permitted to use battery-only alarms if approved by the building official (this is a common retrofit allowance, but new construction must be hardwired).
Interconnection (R314.5):
All smoke alarms must be interconnected so that when one activates, they all sound. This is typically achieved by a hardwired connection or a wireless interconnect system.
Installation (R314.6):
Must be installed on the ceiling or wall. If wall-mounted, the top of the alarm must be between 4 and 12 inches (102–305 mm) from the ceiling.
Must not be installed within 36 inches (914 mm) of a bathroom door (to avoid nuisance alarms from steam) or within 20 feet (6096 mm) of a cooking appliance (unless it has a hush feature or is photoelectric).
Practical inspection point: Verify that the smoke alarm in the hallway is within 21 feet of the bedroom doors. Measure from the door opening to the alarm. Also, check that the alarm is not mounted too close to a supply air register, which can blow air away from the sensor.
1.7 Carbon Monoxide Alarms (Section R315)
Carbon monoxide (CO) alarms are required in dwellings with fuel-burning appliances (furnaces, water heaters, fireplaces) or attached garages.
Required locations (R315.2):
Outside each separate sleeping area (in the immediate vicinity of the bedrooms).
On every level of the dwelling that has a sleeping area.
In a basement (if the basement contains a fuel-burning appliance or an attached garage).
Power source (R315.4):
Same as smoke alarms: hardwired with battery backup, and interconnected if there is more than one.
Combination alarms: A combination smoke/CO alarm is permitted, provided it meets both the smoke alarm (R314) and CO alarm (R315) standards.
Practical inspection point: Check the age of the CO alarm. Most have a 5–7 year lifespan; if the unit has a “replace by” date that has passed, it is a violation.
1.8 Fire-Resistance and Protection (Sections R302, R501, R502)
While the IRC does not require fire-rated assemblies inside a single dwelling (unlike the IBC for multi-family), there are specific fire-protection requirements:
Garage separation (R302.5): A wall separating an attached garage from the dwelling must be a minimum of 1/2-inch gypsum board (drywall) on the garage side. The door between the garage and dwelling must be a solid wood door at least 1-3/8 inches thick, or a 20-minute fire-rated door, and must be self-closing and self-latching.
Floor-ceiling assemblies (R501.3): Floors separating dwelling units (in a duplex) must have a 1-hour fire-resistance rating. This is a common item for inspectors of two-family dwellings.
Penetrations (R302.11): Any pipe, duct, or wire that penetrates a required fire-resistance-rated assembly must be sealed with an approved firestop material.

1.11 Common Pitfalls and Exam Traps
Egress window area vs. dimensions: A window can have a 5.7 sq ft opening but still fail if the height is less than 24 inches. Always check both.
Stair variation: The 3/8-inch tolerance applies to both risers and treads, but it is a comparison of the largest to the smallest in a single flight, not a deviation from the nominal dimension.
Landing at top of stairs: A door that swings over the top step is a violation unless the landing is at least 36 inches deep. This is a frequent field failure.
Smoke alarm location in hallway: The 21-foot measurement is from the door of the sleeping room to the alarm, measured along the path of travel, not as a straight line through walls.
Basement egress window: If the basement is unfinished and has no habitable space, an egress window is not required. But if there is a bedroom or a family room, it is required.
1.12 Summary
