1.1 Scope and General Installation Requirements
Water heater installation is governed primarily by Chapter 5 of the IPC, specifically Section 504. This section applies to all water heating devices, whether storage, instantaneous, or tankless. The code's primary concern is safety: preventing scalding, explosion, and structural damage.
Key General Rules:
Accessibility: All water heaters must be accessible for inspection, service, repair, or replacement without removing permanent construction. This means a dedicated space, not blocked by piping or ductwork.
Valves and Controls: Every water heater must have a cold water supply shutoff valve. This valve must be installed on the cold water line serving the heater, within sight of the heater, or in an accessible location.
Connections: The hot water outlet and cold water inlet must be clearly identified. The cold water inlet must enter the tank through a dip tube to promote stratification (hot water at top, cold at bottom).
Seismic Strapping (Residential): In seismic zones (as determined by the local jurisdiction, often referencing the International Residential Code), water heaters must be anchored or strapped to resist overturning. Straps must be placed in the upper and lower one-third of the heater, typically within 4 inches of the top and bottom.
Inspector's Field Check:
Is the shutoff valve present and accessible?
Is the heater level and properly supported on a non-combustible base (if required by manufacturer)?
Are seismic straps installed (if applicable to your jurisdiction)?
1.2 Temperature and Pressure (T&P) Relief Valves
This is the most critical safety component. The requirements are found in IPC Section 504.4.
Mandatory Installation:
Every storage water heater must be equipped with an approved, listed temperature and pressure relief valve.
The valve must be rated for the BTU/hour input of the heater and the capacity of the tank.
The valve's temperature rating must not exceed 210°F (99°C) .
The pressure rating must not exceed the tank's working pressure, and must be set to relieve at a pressure of 150 psi (1034 kPa) or less.
Discharge Piping (The "Relief Line"):
This is where inspectors find the most violations. The discharge pipe must:
Not be directly connected to the drainage system. It must terminate with an air gap.
Not have a shutoff valve between the relief valve and the end of the pipe.
Not have a reducing coupling or any fitting that could restrict flow.
Discharge by gravity to a safe point of disposal (floor drain, exterior, or a listed pan). The pipe must not be trapped.
Terminate not more than 6 inches above the floor or drain receptor, and must be visible.
Be constructed of materials rated for hot water (e.g., copper, CPVC, or galvanized steel). The pipe must be the same size as the valve outlet or larger.
Inspector's Field Check:
Is the T&P valve present and properly rated?
Is the discharge pipe sloped downward continuously?
Is there an air gap at the termination point?
Is the pipe free of any valves or plugs?
1.3 Pan and Drain Requirements
When a water heater is located in an area where leakage could cause damage, a pan is required. This is covered in IPC Section 504.4.1 (for pans) and 504.4.2 (for drain lines).
When is a Pan Required?
When the heater is installed in an attic, crawl space, or any location where a leak would damage the building structure or finished spaces below.
The pan must be constructed of corrosion-resistant materials (galvanized steel, copper, or approved plastic).
The pan must have a minimum depth of 1.5 inches and be sized to extend at least 2 inches beyond the footprint of the heater on all sides.
Pan Drain Line:
The pan must be drained by a gravity drain line.
This drain line must not be directly connected to the sanitary drainage system. It must discharge to an indirect waste receptor (e.g., a floor drain with an air gap) or to the exterior.
The drain line must be a minimum of 3/4 inch in diameter (for most residential applications) and must not have any valves or traps.
Inspector's Field Check:
Is the pan present where required?
Is the pan drain line routed to a visible termination point?
Is the pan drain line independent of the T&P relief valve discharge line? (They may terminate at the same receptor, but must be separate pipes.)
1.4 Combustion Air and Venting (Gas-Fired Heaters)
While the IPC references the International Fuel Gas Code (IFGC) for detailed venting and combustion air calculations, the plumbing inspector must verify basic provisions. The primary reference is IPC Chapter 5 and Section 503 (which deals with the location of fuel-burning appliances).
Combustion Air:
A gas water heater in a closet or small room requires two openings to the outside or to an adjacent interior space: one within 12 inches of the ceiling (for exhaust) and one within 12 inches of the floor (for supply).
The minimum net free area of each opening is typically 1 square inch per 1,000 BTU/hr of the combined input of all appliances in the space, when using indoor air. When using outdoor air, the requirement is often 1 square inch per 4,000 BTU/hr.
Note: The inspector should verify that the openings are not blocked by insulation or debris.
Venting:
The vent connector (the pipe from the heater to the chimney or vent) must be the correct size and type (e.g., Type B gas vent for most residential units).
The vent must slope upward at least 1/4 inch per foot toward the termination point.
The vent must not have more than 180 degrees of total bend (two 90-degree elbows maximum).
The vent must terminate at least 3 feet above the roof, and at least 2 feet higher than any portion of the building within 10 feet (the "10-2-3 rule").
Draft Hood: The heater must have a draft hood, and the vent connector must be attached to it securely.
Inspector's Field Check:
Is the vent connector properly supported and sloped?
Is the clearance to combustibles maintained (typically 1 inch for Type B vent)?
Are the combustion air openings unobstructed?
1.5 Clearances and Protection from Physical Damage
Clearances from Combustibles:
The minimum clearance from the water heater to combustible construction is typically 6 inches from the sides and rear, and 24 inches from the front (for service access). However, this is often reduced by the manufacturer's listing. The inspector must check the data plate and the installation instructions. If the unit is listed for "zero clearance," that is acceptable.
Protection from Vehicle Impact:
If a water heater is installed in a garage, it must be protected from physical damage by a vehicle. This is typically achieved by:
Installing the heater behind a concrete curb or bollard, OR
Mounting the heater on a platform so that the bottom of the heater is at least 18 inches above the garage floor. This also raises the ignition source above the level of gasoline fumes.
Inspector's Field Check:
Is the heater in a garage? If so, is it elevated or protected by a barrier?
Are the manufacturer's required clearances maintained?
1.6 Insulation and Hot Water Temperature Control
Insulation of Piping:
IPC Section 503.3 requires that hot water piping be insulated in certain conditions. Specifically, insulation is required for:
Piping serving a circulating hot water system (to prevent heat loss).
Piping from a water heater to a distribution manifold (to maintain temperature).
The minimum insulation thickness is typically 1 inch for pipes up to 1 inch in diameter, and 1.5 inches for larger pipes.
Temperature Control (Scald Prevention):
IPC Section 501.3 requires that water heaters be set to deliver hot water at a temperature not exceeding 120°F (49°C) to fixtures used primarily by the public or by residents in care facilities. For single-family dwellings, the code does not mandate a specific maximum, but it is a best practice to set the thermostat at 120°F.
Thermostatic Mixing Valves: Where a higher storage temperature is required (e.g., for a dishwasher), a thermostatic mixing valve must be installed to temper the water at the point of use.

Practical Inspection Points: A Summary Checklist
