1.1 The Purpose and Scope of the NEC

The National Electrical Code is the benchmark for safe electrical design, installation, and inspection to protect people and property from electrical hazards. It is not a design manual or a specification for how to use electricity; it is a set of minimum requirements for the safe installation of electrical conductors, equipment, and raceways.

Key Concept: The NEC is a minimum standard. An inspector may not require more than the code mandates, but the code does not prevent a designer or installer from exceeding its requirements. The inspector's job is to verify compliance with the minimum provisions, not to enforce best practices beyond the code unless local amendments exist.

The scope of the NEC (found in Article 90) covers:

Installations of electrical conductors and equipment within or on public and private buildings, including mobile homes and recreational vehicles.
Conductors that connect to the supply of electricity.
Other installations as specified in the code.

Critical Exclusions: The NEC does not cover installations in ships, railway rolling stock, underground mines, or certain utility-owned equipment. For a residential inspector, this is rarely relevant, but knowing the boundary helps when a homeowner asks about a detached garage or a boat dock.


1.2 The Structure of the NEC: A Navigation Roadmap

For an open-book exam, you must know where to look. The NEC is organized into an Introduction (Article 90) and nine Chapters, divided into four groups:

Key Navigation Rule: Chapters 1 through 4 apply generally to all installations unless a later chapter (5, 6, 7, or 8) specifically modifies them. For example, Chapter 3 covers general wiring methods, but Article 547 (in Chapter 5) modifies rules for agricultural buildings.

Within each Article:

Parts group related sections (e.g., Part I of Article 110 is General, Part II is 1000 Volts or Less).
Sections are numbered by article and section (e.g., 110.14 is in Article 110, Section 14).
Tables are numbered within the article (e.g., Table 310.16 for ampacities).
Informational Notes (formerly Fine Print Notes) are not mandatory. They provide guidance or references. Do not enforce them as code.

1.3 Article 100: Definitions — The Inspector's Vocabulary

Article 100 is the dictionary of the NEC. On the exam, you will be tested on your ability to distinguish between similar terms. For residential inspection, the following definitions are critical:

Accessible (as applied to equipment): Admitting close approach; not guarded by locked doors, elevation, or other effective means. A panelboard behind a locked door is still accessible if the inspector has the key.
Accessible, Readily (Readily Accessible): Capable of being reached quickly for operation, renewal, or inspections, without climbing over or removing obstacles. A disconnect mounted 7 feet high behind a stored water heater is NOT readily accessible.
Ampacity: The maximum current, in amperes, that a conductor can carry continuously under the conditions of use without exceeding its temperature rating.
Bonding: The permanent joining of metallic parts to form an electrically conductive path that ensures electrical continuity and the capacity to conduct any fault current safely.
Grounding: Connecting to the earth or to a conductive body that serves in place of the earth.
Dwelling Unit: A single unit providing complete and independent living facilities, including permanent provisions for living, sleeping, cooking, and sanitation. A studio apartment with a kitchenette and a bathroom qualifies.
Outlet: A point on the wiring system where current is taken to supply utilization equipment. Receptacle outlets, lighting outlets, and smoke alarm outlets all count.
Receptacle: A contact device installed at the outlet for the connection of an attachment plug. A receptacle is NOT an outlet; it is the device at the outlet.
Service: The conductors and equipment for delivering electric energy from the utility supply system to the wiring system of the premises.
Service Equipment: The necessary equipment (usually the main breaker panel) that constitutes the main control and cutoff of the supply.

Inspection Point: When you arrive on site, confirm the service equipment is properly identified. The main disconnecting means must be clearly marked as "SERVICE DISCONNECT" and must be readily accessible.


1.4 Chapter 1: General — Administrative and Installation Rules

Article 90 (Introduction) is not enforceable code; it is the "user's manual." However, it contains the crucial rule about the purpose of the code (minimum safety) and the enforcement authority of the AHJ.

1.4.1 Article 90: Introduction

90.2 Scope: Defines what is covered and what is not.
90.4 Enforcement: States that the AHJ has the responsibility for making interpretations and enforcing the code. This is the legal basis for your inspection decisions.

1.4.2 Article 100: Definitions

Covered above. On the exam, you will see questions that hinge on the difference between "accessible" and "readily accessible." Memorize these two.

1.4.3 Article 110: General Requirements for Electrical Installations

This is the most important article for the inspector after the definitions. It applies to all installations.

110.3 Examination, Identification, Installation, and Use of Equipment:
Equipment must be listed and labeled for the intended use.
Inspection Point: Check for the UL (or other recognized) label. Field-modified equipment loses its listing. If a contractor installs a non-listed panelboard, it is a violation.
Installation must be per the manufacturer's instructions. If the instructions say "torque terminals to 40 in-lbs," the inspector can require a torque screwdriver reading.
110.12 Mechanical Execution of Work:
Equipment must be installed in a neat and workmanlike manner.
Inspection Point: Look for cables that are not secured, missing bushings, or conductors that are not protected from abrasion. This is a catch-all section for sloppy work.
110.14 Electrical Connections:
Terminals must be torqued to the specified value.
Inspection Point: Aluminum conductors require special anti-oxidant compound and proper torque. Check for the use of CO/ALR rated devices when connecting aluminum to copper.
110.16 Arc-Fault Circuit Interrupter (AFCI) Protection:
This section requires AFCI protection for branch circuits in dwelling unit family rooms, dining rooms, living rooms, parlors, libraries, dens, bedrooms, sunrooms, recreation rooms, closets, hallways, and similar areas.
Inspection Point: Verify that the AFCI is at the origin of the branch circuit (usually the panel). If a standard breaker is in the panel, it's a violation. Note that this section is in addition to the specific requirements in Article 210.
110.22 Identification of Disconnecting Means:
Every disconnecting means must be legibly marked to indicate its purpose.
Inspection Point: The main breaker must say "MAIN." Sub-panels must have a directory that lists each circuit (e.g., "Kitchen Receptacles," "Bedroom Lights"). If the panel directory is blank, write it up.

1.5 Permits, Inspection, and Approval (Administrative Provisions)

The NEC itself does not require permits or inspections; that is the jurisdiction of the local building department. However, the exam expects you to know the model administrative process that the ICC and most jurisdictions adopt.

Permit Required: A permit is required for the installation, alteration, or repair of electrical systems. Minor repair work (like replacing a receptacle) may be exempt, but replacing a panelboard is not.
Inspection Stages: The AHJ must be notified at specific stages. For residential, the typical rough-in inspection occurs before insulation and drywall, and the final inspection occurs after all devices are installed and the service is energized.
Approval: The AHJ must approve the installation before it is covered up or energized. If work is concealed before inspection, the AHJ can require the work to be exposed for inspection.

Inspection Point: On a rough-in, check that all boxes are properly mounted, cables are secured within 12 inches of the box and every 4.5 feet, and that the conductors have the correct color coding (white or gray for neutral, green or bare for ground).


1.6 Mandatory vs. Permissive Rules

The NEC uses specific language to indicate whether a rule is a hard requirement or an option. Knowing this distinction is essential for exam questions.

Mandatory Rules use the word "shall." Example: "All 15- and 20-ampere branch circuits shall be protected by an AFCI." This is a requirement.
Permissive Rules use the word "shall be permitted." Example: "The grounded conductor shall be permitted to be re-identified." This is an option, not a requirement.
Prohibitive Rules use the word "shall not." Example: "The grounded conductor shall not be used for equipment grounding."

Exam Strategy: When a question asks "Which of the following is required?" look for the word "shall." When it asks "Which is allowed?" look for "shall be permitted."


1.7 The Role of the Authority Having Jurisdiction (AHJ)

The AHJ is the organization, office, or individual responsible for enforcing the requirements of the code. In most residential inspections, this is the local building official or the electrical inspector.

Limits of AHJ Authority:

The AHJ can waive specific requirements if equivalent safety is demonstrated, but only if the code allows for such a waiver (usually in the administrative provisions, not the technical chapters).
The AHJ cannot require a higher standard than the NEC unless a local amendment has been adopted.
The AHJ is responsible for interpretation. If a rule is ambiguous, the AHJ's interpretation stands, but it must be reasonable and based on the code's intent.

Inspection Point: If you find a violation, you must cite the specific code section. Do not say "This is unsafe." Say "This violates 110.12 because the cable is not secured." This is a professional and legally defensible approach.

1.9 Practical Inspection Points for the Residential Inspector

97.Service Entrance: Verify the service drop or lateral is clear of windows, doors, and combustible materials. Check for proper drip loops and clearances (Article 230).
98.Panelboard: Check for a main breaker (or a main lug panel with a separate disconnect), proper bonding of the neutral at the first disconnecting means only, and the separation of grounds and neutrals in sub-panels (Article 250).
99.GFCI Protection: Verify GFCI protection for all 125-volt, single-phase, 15- and 20-ampere receptacles in bathrooms, garages, outdoors, crawl spaces, basements, and within 6 feet of a sink (Article 210.8).
100.AFCI Protection: As noted in 110.16, verify AFCI protection for all branch circuits supplying outlets in habitable rooms (Article 210.12).
101.Tamper-Resistant Receptacles: All 15- and 20-ampere, 125-volt receptacles in dwelling units must be tamper-resistant (Article 406.12). This is a common inspection failure.
102.Smoke Alarms: While the NEC requires smoke alarms to be hardwired with a battery backup (Article 760), the placement is usually governed by the local building code. Check for interconnection.
103.Cable Support: Romex (NM cable) must be secured within 12 inches of every box and at intervals not exceeding 4.5 feet (Article 334.30).
104.Box Fill: Count the conductors in each box. A standard 22.5 cubic inch box can hold a limited number of #12 wires. Overfilled boxes are a fire hazard (Article 314.16).

1.10 Summary

Code administration is the foundation of the inspection process. You must understand the difference between the code's technical rules and its administrative framework. The NEC is a minimum standard, and your role is to enforce it consistently, citing specific sections. Master the definitions in Article 100, understand the mandatory language of "shall," and know how to navigate the chapter structure. On the exam, you will be rewarded for speed and accuracy in finding the correct section. Practice flipping to Article 110, 210, 250, and 334 quickly. These are your "go-to" articles for residential work.
