1.1 The Purpose and Scope of the IPC

The International Plumbing Code is a model code that establishes minimum requirements for the design, installation, and maintenance of plumbing systems. Its primary purpose is to safeguard public health, safety, and welfare by regulating the quality of potable water, the safe disposal of sewage, and the prevention of sanitary hazards.

The scope of the IPC is broad. It applies to the installation, alteration, repair, and replacement of plumbing systems, including fixtures, piping, fittings, and appurtenances. It also covers the connection of these systems to a public or private water supply and sewer system. The code does not apply to the plumbing systems in mobile homes, manufactured housing, or recreational vehicles unless specifically adopted by the local jurisdiction.

Key Concept: The IPC is a minimum standard. A plumbing inspector must ensure that installations meet or exceed these minimums, but the code does not prevent a jurisdiction from adopting more stringent local amendments.


1.2 Adoption and Applicability

The IPC is a model code, meaning it has no legal effect until it is adopted by a state or local jurisdiction. When a jurisdiction adopts the IPC, it typically does so with a local ordinance that may include amendments, deletions, or additions. The inspector must be familiar with the locally adopted version of the code, not just the model code.

Important Distinction:

Model Code: The IPC as published by the ICC.
Adopted Code: The IPC as modified by local ordinance.

In an open-book exam, you will be tested on the model code. However, in practice, you must always check the local amendments first. The administrative chapter (Chapter 1) is often the most heavily amended section of the code.


1.3 The Building Official and the Inspector

The code establishes a clear chain of authority. The building official is the chief administrative officer responsible for enforcing the code. The plumbing inspector is a deputy or employee of the building official with specific expertise in plumbing systems.

Duties of the Building Official:

Issuing permits.
Conducting inspections (or delegating them).
Issuing stop work orders.
Revoking permits.
Maintaining records.

Duties of the Plumbing Inspector:

Performing field inspections at various stages of construction.
Verifying compliance with approved plans and the code.
Reporting violations to the building official.
Issuing notices of violation (when authorized).

Key Concept: The inspector does not have independent authority to modify code requirements. If a situation requires a code interpretation or a deviation, the inspector must refer the matter to the building official.


1.4 Permits: When Required and When Exempt

A permit is the official authorization to perform work. The code requires a permit for the installation, alteration, or repair of any plumbing system. The permit process ensures that work is reviewed for code compliance before it is concealed.

Work That Requires a Permit:

New plumbing installations.
Additions or alterations to existing systems.
Replacement of water heaters, water piping, or drainage piping.
Relocation of fixtures.

Work That Is Exempt from a Permit (Typical):

Minor repairs that do not involve the replacement of piping or fixtures (e.g., repairing a faucet washer, clearing a drain).
Replacement of a toilet seat or faucet trim.
Installation of a dishwasher (if connected to an existing approved branch line, in some jurisdictions).

Critical Exam Point: The exemption from a permit does not exempt the work from compliance with the code. Even if a permit is not required, the work must still be performed in a code-compliant manner.


1.5 The Permit Application and Approval Process

The permit application must be submitted by the owner or an authorized agent. The application must include:

A description of the proposed work.
The location of the work.
The name and address of the owner.
Construction documents (plans and specifications) when required.

Plan Review: The building official reviews the construction documents for code compliance. If the plans are approved, a permit is issued. If not, the applicant is notified of the deficiencies in writing.

Time Limits: A permit is typically valid for a limited period (often 180 days). If work is not commenced within that period, the permit expires. If work is suspended or abandoned for a period (often 180 days), the permit may be revoked.

Key Concept: The permit is not a license to do whatever the applicant wants. The work must be performed in accordance with the approved plans. Any deviation requires a revised permit application and re-approval.


1.6 Inspections: Stages and Requirements

The code requires that the permit holder notify the building official when work is ready for inspection. The inspector must be given reasonable notice (typically 24 to 48 hours) before the work is concealed.

Required Inspection Stages (Typical):

63.Rough-in Inspection: After the piping is installed but before it is covered by walls, floors, or ceilings. This is the most critical inspection for the plumbing inspector.

Water supply piping is protected from corrosion and physical damage.

What the Inspector Checks at Final:

Fixtures are properly installed and sealed.
Water supply connections are leak-free.
Drainage connections are tight.
All fixtures are functional.
Backflow prevention devices are installed where required.

1.7 Right of Entry and Access

The code grants the building official (and authorized representatives, such as the plumbing inspector) the right to enter any building or premises at reasonable times to perform inspections. This is a legal authority, but it must be exercised reasonably.

Practical Points for the Inspector:

Always carry proper identification.
Knock and announce your presence.
If entry is refused, do not force entry. Contact the building official to obtain a legal warrant or other enforcement action.
Inspections must be conducted during normal business hours unless an emergency exists.

1.8 Stop Work Orders and Violations

When the inspector finds work that is being performed in violation of the code, the building official may issue a stop work order. This is a written notice that requires all work to cease until the violation is corrected.

Common Reasons for a Stop Work Order:

Work is being performed without a permit.
Work is not in accordance with approved plans.
Work is being performed in an unsafe manner.
The permit holder refuses to allow an inspection.

Notice of Violation: For less severe issues, the inspector may issue a written notice of violation, listing the specific code sections that are not being met and the corrective action required.

Key Concept: A stop work order is a serious enforcement action. It must be in writing and posted at the job site. Work may not resume until the building official issues a written release.


1.9 Unsafe Conditions and Emergency Measures

The code requires the building official to take action when a plumbing system is found to be unsafe or constitutes a hazard to public health. This includes:

Sewage backflow into a building.
Cross-connections between potable and non-potable water supplies.
Leaking gas piping (if applicable to the plumbing scope).
Structural damage caused by leaking pipes.

In an emergency, the building official may order the immediate disconnection of a water supply or the evacuation of a building. The owner must be notified in writing of the corrective action required.


1.10 Board of Appeals

The code establishes a Board of Appeals to hear disputes regarding the building official's decisions. This board is typically composed of qualified individuals (architects, engineers, contractors) who are not employees of the jurisdiction.

What the Board Can Do:

Affirm, modify, or reverse the building official's decision.
Grant variances from the strict letter of the code when the spirit of the code is met and no public safety hazard exists.

What the Board Cannot Do:

Waive code requirements that are mandated by state or federal law.
Grant a variance that would violate public health or safety.

Exam Strategy: When you encounter a question about administrative procedure, immediately flip to Chapter 1. Do not rely on memory. The section numbers are logical: 105 is permits, 109 is inspections, 110 is right of entry, 114 is stop work orders. If you know the rough sequence, you can find the exact section quickly.


1.12 Practical Inspection Points: Administrative Field Checklist

When you arrive on site, your administrative duties are just as important as your technical inspection. Use this mental checklist:

Accepting verbal approvals: Never approve work verbally. Always provide a written inspection report.
Ignoring the "minimum" standard: The code is a floor, not a ceiling. If a situation is not covered by the code, use your professional judgment and consult the building official.
Forgetting the "reasonable time" rule: You cannot demand entry at 6:00 AM or 10:00 PM without a warrant.
Overstepping authority: You cannot approve a code deviation. Only the building official (or the Board of Appeals) can do that.
