1.1 Scope and Definitions
The regulation of interior finishes is a critical life-safety feature. The primary goal is to limit the rate at which fire can spread across a surface and to control the amount of smoke produced, thereby providing occupants with a safer means of egress. The code achieves this by classifying materials based on their performance in standardized tests.
Key Definitions:
Flame Spread Index (FSI): A numerical reference indicating the rate of flame propagation across a material's surface, derived from the ASTM E84 (or UL 723) tunnel test. The scale is set so that untreated red oak has an FSI of 100 and inorganic cement board has an FSI of 0.
Smoke-Developed Index (SDI): A numerical reference indicating the density of smoke produced by a material during the same tunnel test. Red oak is assigned an SDI of 100.
Interior Wall and Ceiling Finish: The exposed interior surfaces of walls, ceilings, and columns, including wainscoting, paneling, and other applied decorative materials.
Interior Floor Finish: The exposed floor surface, including carpet, vinyl, tile, and wood, but excluding the structural subfloor.
Textile Wall or Ceiling Covering: A material woven or non-woven, made of natural or synthetic fibers, intended for application to walls or ceilings.
Decorative Materials: Materials applied over a building interior for aesthetic purposes, including wall hangings, curtains, and artificial plants.
1.2 Classification of Interior Finishes
The IBC classifies interior wall, ceiling, and floor finishes into distinct classes based on their FSI and SDI. This classification is the foundation for all subsequent requirements.
1.2.1 Wall and Ceiling Finishes (Class A, B, C)

Inspection Point: On site, an inspector verifies that the product label or packaging clearly indicates the class rating. Field verification of the actual FSI is impossible; you rely on the manufacturer's certification and the approved plans.
1.2.2 Floor Finishes (Class I and II)
Floor coverings are classified differently, focusing on the critical radiant flux, which measures how much heat is required to stop flame spread.

1.3 Interior Wall and Ceiling Finish Requirements
The required classification of a wall or ceiling finish is not universal; it is a function of the occupancy classification and the building's height. The code provides a comprehensive table to determine the minimum class required.
1.3.1 The Main Table (IBC Table 803.13)
This table is the primary tool for an inspector. It lists all occupancy groups (A, B, E, F, H, I, M, R, S, U) and separates requirements into three building height categories: Exit enclosures and exit passageways, Corridors, and Rooms and enclosed spaces.
Key Principles:
Exit Enclosures (Stairwells): These are the most critical paths, so they always require the highest class of finish (Class A or B).
Corridors: The requirement is typically one class lower than exit enclosures but higher than general rooms.
Rooms and Enclosed Spaces: The requirement is the least restrictive.
Height Matters: For buildings with an occupied floor located more than 75 feet above the lowest level of fire department vehicle access, the requirements are more stringent. For example, in a high-rise, all interior wall and ceiling finishes in exit enclosures must be Class A.
Example Application:
Group A (Assembly) Occupancy: In a one-story building, exit enclosures require Class A, corridors require Class A, and rooms require Class B.
Group B (Business) Occupancy: In a low-rise building, exit enclosures require Class B, corridors require Class B, and rooms require Class C.
Inspection Point: Always check the approved life safety plans. The plans will specify the finish class for each area. Your job is to ensure the installed material matches the specification. Pay special attention to corridors and exit stairwells, as these are common areas of non-compliance.
1.3.2 Interior Trim
Interior trim, such as baseboards, chair rails, and window casings, is treated separately. It is not required to meet the same strict standards as the main wall surface.
Requirement: Interior trim must have an FSI of not more than 200 (Class C) or be composed of materials that are non-combustible.
Exception: The code allows for a small amount of trim to be of a higher FSI if it does not exceed a certain percentage of the wall area (typically 10% of the wall or ceiling area).
1.4 Interior Floor Finish Requirements
The requirements for floor finishes are less about flame spread across the surface and more about the material's resistance to ignition from a radiant heat source, which is critical in a corridor where a fire might be nearby.
1.4.1 The Main Table (IBC Table 804.4)
This table specifies the minimum class of floor finish required for different occupancies and locations.
Exit Enclosures and Exit Passageways: These require a Class I or Class II finish.
Corridors: These also require a Class I or Class II finish, depending on the occupancy.
Rooms and Enclosed Spaces: There is generally no requirement for floor finishes in typical rooms, except in specific occupancies like Group I-2 (hospitals) and I-3 (detention).
Key Principle: The most common requirement is for carpet in exit stairwells and corridors to be Class I or Class II. The classification is based on the critical radiant flux test (ASTM E648).
Inspection Point: Look for the manufacturer's label on the back of carpet tiles or rolls. It should clearly state the "Class I" or "Class II" rating. For hard surfaces like vinyl or wood, they are often considered non-combustible or have a Class I rating, but you must verify.
1.5 Special Provisions for Textiles and Decorative Materials
These materials pose a unique hazard because they can be highly combustible and produce large amounts of smoke.
1.5.1 Textile Wall and Ceiling Coverings
Textile wall coverings are not treated as standard Class A, B, or C finishes. They must meet a more rigorous test, the NFPA 265 (Method of Fire Tests for Evaluating Room Fire Growth Contribution of Textile Wall Coverings), or be tested in accordance with NFPA 286.
Requirement: Textile wall and ceiling coverings must meet the acceptance criteria of NFPA 265 or NFPA 286. This is a room-corner fire test that evaluates the material's contribution to fire growth.
Exception: Textile coverings that meet the Class A requirements of the tunnel test (ASTM E84) and have an FSI of 25 or less are permitted, provided they are applied directly to a non-combustible substrate.
1.5.2 Decorative Materials
This category includes items like curtains, drapes, wall hangings, and artificial foliage. These are not permanent finishes but are often present in significant quantities.
Requirement: Decorative materials must be flame-resistant or non-combustible. They must be tested in accordance with NFPA 701 (Standard Methods of Fire Tests for Flame Propagation of Textiles and Films).
Special Cases: In Group A occupancies, the code places a limit on the amount of decorative materials that can be present, typically not exceeding 10% of the wall or ceiling area. In exit enclosures, decorative materials are generally prohibited.
Inspection Point: For large assembly areas (e.g., a theater or church), check for the presence of heavy curtains or drapes. They must have a label indicating they are NFPA 701 compliant. Artificial plants and trees are a common violation; they must be treated with a flame-retardant or be inherently non-combustible.
1.6 Interior Structural Elements: Fire-Retardant-Treated Wood (FRTW)
The term "Interior Finishes & Structures" also covers the structural use of wood inside a building. The IBC has specific requirements for when wood must be treated to resist fire.
1.6.1 Heavy Timber (Type IV) Construction
In Type IV (Heavy Timber) construction, the structural members are required to have a minimum nominal dimension (e.g., 6 inches for columns, 8 inches for beams). This mass provides inherent fire resistance.
Requirement: In some cases, the code requires that heavy timber members be treated with fire-retardant chemicals. This is particularly true for members that are less than the minimum size or in specific locations.
Key Section: The code specifies that where heavy timber construction is used, the members must be of sufficient size to provide the required fire resistance. FRTW is often used where a smaller member is desired but a higher fire-resistance rating is needed.
1.6.2 Roof Construction
A critical and often-tested provision relates to the use of FRTW in roof assemblies.
Requirement: In buildings of Type I, II, and III construction, the roof assembly must be of non-combustible materials. However, the code permits the use of FRTW for roof construction under specific conditions.
The "Roof Exception": FRTW is allowed for roof framing and sheathing in these types of construction, provided the building is not a high-rise (typically < 75 feet) and the roof is not used as a floor or for occupancy. This is a major exception that allows for wood trusses and rafters in otherwise non-combustible buildings.
Inspection Point: When inspecting a building with a non-combustible structure but a wood roof, verify that the wood is stamped or branded as "FRTW" (Fire-Retardant-Treated Wood). The stamp must be visible. Also, check that the FRTW has not been cut or drilled after treatment in a way that exposes untreated material, which would compromise its fire rating.

1.8 Practical Inspection Summary
When you are on site, your inspection routine for interior finishes and structures should follow a logical sequence:
88.Review the Approved Plans: Identify the required finish class for all exit enclosures, corridors, and rooms. Note any special conditions, such as textile coverings or decorative materials.
89.Verify Exit Enclosures First: Start with the most critical life-safety elements. Check the material in stairwells and exit passageways. Confirm it meets the Class A or B requirement.
90.Check Corridors: Move to the corridors. Verify the finish class and check for any trim that might exceed the allowable area.
91.Spot-Check Rooms: In rooms, the requirements are less strict, but you should still verify that the finish is not a prohibited material (e.g., untreated fiberboard in a high-hazard area).
92.Look for Labels: The most reliable field verification is the product label. Look for the classification stamp on the back of panels, the edge of carpet, or the packaging of trim.
93.Inspect Structural Elements: If the building uses Type IV construction, verify the minimum member sizes. If you see a wood roof in a non-combustible building, check for the FRTW stamp.
94.Document Non-Compliance: If you find a material that does not match the approved plans or lacks a proper label, issue a correction notice. Do not attempt to guess the classification of an unlabeled material.
