1.1 Scope and Definitions
The International Mechanical Code (IMC) governs the installation, maintenance, and repair of mechanical systems, including appliances, equipment, and ductwork. For the Residential Inspector, the focus is on one- and two-family dwellings and townhouses.
Key Definitions You Must Know:
Appliance: A device or apparatus that is installed as a unit to perform a specific function (e.g., water heater, furnace, range).
Fuel-Burning Appliance: Any appliance that consumes solid, liquid, or gaseous fuel (natural gas, propane, oil, wood).
Direct-Vent Appliance: A sealed combustion system that draws air from outside and vents products of combustion to the outside.
Venting System: A continuous passageway for conveying flue gases from the appliance to the outdoors.
Plenum: An enclosure or chamber used to distribute or collect air, typically part of an air distribution system.
1.2 General Appliance Installation Requirements
Chapter 3 of the IMC is the primary reference for appliance installation.
1.2.1 Location and Protection
Appliances must be located to allow access for service, inspection, and repair. A working space of at least 30 inches in front of the appliance is required (IMC §304.3).
Appliances installed in attics or crawl spaces must have a clear access opening of at least 22 × 30 inches (IMC §306.1). The passageway to the appliance must be at least 24 inches wide and 24 inches high.
Appliances must be protected from physical damage (e.g., in garages, they must be elevated or guarded so they are not struck by vehicles). In a garage, the ignition source of an appliance must be at least 18 inches above the floor level (IMC §304.5).
1.2.2 Clearances to Combustibles
Appliances must maintain specific clearances from combustible construction (walls, floors, ceilings). These clearances are often listed on the appliance nameplate.
If the nameplate is missing, the inspector must refer to the manufacturer's installation instructions. The code requires that the appliance be installed in accordance with the manufacturer's instructions (IMC §304.1).
Reduced clearances are permitted if the combustible surface is protected with a listed heat shield or insulating material. The reduction must be in accordance with the listing and the manufacturer's instructions.
1.2.3 Leveling and Support
Appliances must be level and supported on a non-combustible base or floor, unless the appliance is listed for combustible floor installation.
Elevated appliances (e.g., a furnace on a platform) must be secured to prevent displacement.
1.3 Fuel-Burning Appliances: Prohibited Locations
IMC §304.3 and §304.4 are critical for the inspector.
Prohibited Installations (IMC §304.3):
Fuel-burning appliances shall NOT be installed in:
Sleeping rooms (unless direct-vent or sealed-combustion type).
Bathrooms (unless direct-vent or sealed-combustion type).
Closets (unless specifically listed for closet installation).
Corridors or public spaces (unless direct-vent).
Exception: Direct-vent appliances (sealed combustion) are permitted in sleeping rooms and bathrooms because they do not draw combustion air from the occupied space.
Garage Installations (IMC §304.4):
Appliances in garages must be elevated so the ignition source is at least 18 inches above the floor.
This prevents ignition of gasoline vapors, which are heavier than air and settle near the floor.
Inspection Point: Always verify the appliance type (direct-vent vs. natural draft) before approving a location. A natural-draft water heater in a bedroom is a critical violation.
1.4 Combustion Air and Ventilation
Chapter 7 of the IMC governs combustion air. This is a high-failure area on the exam.
1.4.1 The "One Square Inch per 1,000 Btu" Rule
All fuel-burning appliances must have an adequate supply of air for combustion, ventilation, and dilution of flue gases.
The total input rating of all appliances in the space is used to calculate the required air.
The standard rule: 1 square inch of free area per 1,000 Btu/hr of total appliance input rating (for spaces with infiltration rates ≤ 0.40 air changes per hour).
1.4.2 Two Methods of Providing Combustion Air
57.Indoor Combustion Air (IMC §701.3): Air is drawn from within the building. The volume of the space must be at least 50 cubic feet per 1,000 Btu/hr of total appliance input. If the space is too tight, you must use the outdoor air method.
58.Outdoor Combustion Air (IMC §701.4): Air is drawn directly from outside. Two openings are required:
One opening within 12 inches of the ceiling.
One opening within 12 inches of the floor.
Each opening must have a minimum free area of 1 square inch per 4,000 Btu/hr of total input (for horizontal ducts) or 1 square inch per 2,000 Btu/hr (for vertical ducts).
Important: When calculating free area, you must deduct the area taken up by louvers, grilles, or screens. A typical wood louver reduces free area by 25%.
1.4.3 Ventilation of Spaces
Unvented fuel-burning appliances (e.g., vent-free gas logs) require a fixed ventilation opening to the outdoors of at least 1 square inch per 1,000 Btu/hr of input (IMC §702.2).
Mechanical ventilation (exhaust fans) may be used to supplement natural ventilation, but must be interlocked with the appliance to prevent operation when the fan is off.
1.5 Forced-Air Furnaces and Duct Systems
Chapter 6 (Duct Systems) and Chapter 9 (Specific Appliances) are the key references.
1.5.1 Furnace Installation (IMC §904)
Furnaces must be installed with clearances per the manufacturer's listing.
Return air must not be drawn from a garage, bathroom, or kitchen (IMC §601.4).
Supply air must be delivered to each habitable room. The minimum supply air rate is based on the heating load calculation (ACCA Manual J or equivalent).
1.5.2 Duct Construction and Installation (IMC Chapter 6)
Duct materials: Must be approved (galvanized steel, aluminum, or listed flexible duct). Fiberglass duct board is permitted if listed.
Joint and seams: Must be securely fastened and sealed with approved tape or mastic. Duct tape (cloth) is NOT approved for permanent sealing.
Support: Metal ducts must be supported at intervals not exceeding 10 feet (for round) and 8 feet (for rectangular). Flexible ducts must be supported at intervals not exceeding 4 feet (IMC §603.6).
Duct insulation: All ducts in unconditioned spaces (attics, crawl spaces) must be insulated to a minimum of R-8 (for supply) and R-6 (for return) in most climate zones.
1.5.3 Air Filters
A filter or air cleaner must be provided for the system.
The filter must be accessible for cleaning or replacement.
The filter must be sized to handle the airflow (typically a maximum face velocity of 300 feet per minute).
1.5.4 Plenums
A plenum is a chamber used for air distribution.
Combustible materials are not permitted inside a plenum unless they are non-combustible or listed for that use (IMC §602.2). This is a common violation—wires, cables, or paper products run through a plenum.
1.6 Boilers and Water Heaters
Chapter 9 (IMC §904 for boilers, §908 for water heaters).
1.6.1 Boilers
Boilers must be installed with a temperature and pressure (T&P) relief valve.
The T&P valve discharge pipe must terminate 6 inches above the floor (not directly into a drain or sewer).
Boilers must have a low-water cutoff if the fuel input exceeds 400,000 Btu/hr (rare in residential).
1.6.2 Water Heaters
Water heaters must be secured to resist seismic movement (strapping) in seismic zones.
The T&P relief valve discharge pipe must be:
Made of approved material (copper, CPVC, or galvanized steel).
Sized to match the valve outlet.
Terminate not more than 6 inches above the floor.
Not threaded at the end (to prevent capping).
Pan and drain: If the water heater is located where leakage could cause damage, it must be installed in a drain pan with a drain line to an approved location (IMC §908.4).
1.7 Venting of Appliances
Chapter 8 (Chimneys and Vents) is essential.
1.7.1 Type of Venting
Natural draft appliances must be vented to a listed chimney or vent (Type B vent for gas, Type L for oil).
Direct-vent appliances are vented through the wall or roof with a listed concentric or side-wall vent system.
Power venters (fan-assisted) may be used if listed.
1.7.2 Vent Connector Requirements
The vent connector must be the same size as the appliance flue outlet.
The connector must be sloped upward at least 1/4 inch per foot toward the chimney.
The connector must be supported and secured.
No more than two appliances may connect to a single vent connector (unless listed for multiple connections).
1.7.3 Chimney Clearance
Type B vents must maintain a clearance of 1 inch from combustibles.
Masonry chimneys must have a clearance of 2 inches from combustibles.

1.9 Practical Inspection Points (Field Checklist)
When you are on site, use this mental checklist:
122.Nameplate Check: Is the appliance listed and labeled? Does the installation match the manufacturer's instructions?
123.Clearance Check: Measure clearances to combustibles. Is there a heat shield? Is it listed?
124.Access Check: Can you reach the appliance for service? Is the attic access at least 22 × 30 inches?
125.Combustion Air Check: Count the total Btu/hr of all appliances in the room. Are there two openings (high and low) if using outdoor air? Are the grilles free of paint or debris?
126.Venting Check: Is the vent connector sloped up? Is it the correct size? Is it properly supported? Is there a single-wall connector passing through a combustible wall without a thimble? (This is a violation.)
127.Duct Check: Are ducts sealed with mastic or approved tape? Are flexible ducts supported every 4 feet? Is the filter accessible?
128.Safety Check: Is the T&P valve discharge pipe terminated correctly? Is the water heater strapped? Is the furnace ignition source 18 inches above the garage floor?
1.10 Common Violations to Remember
Missing combustion air openings in a mechanical room.
Cloth duct tape used on duct joints.
Return air grille located in a kitchen or bathroom.
Water heater T&P valve discharge pipe threaded at the end.
Furnace installed in a closet without a listed clearance.
Flexible duct sagging or unsupported.
Gas appliance in a bedroom (non-direct vent).
